I want to know how to set up the ACL or whatever it takes so that when a user connects into the mumble, the first channel that he or she joins will be the one that I choose(not root).

also if you're editing the ini manually just specify defaultchannel with the channelid

You need either access to a control panel, or to the .ini file. It's not possible through just ACLs.
