So I like having mumble on my secondary monitor since I use my primary for tf2. When I open mumble I have to move it over to the second monitor, and when I close and reopen it, it reappears on the main monitor again. An interesting thing here also is that while the main mumble window is on my main monitor, the server browser list opens on the second monitor where it should be.
I remember this was not a problem with 1.2.3, it's only been with 1.2.4. Do I have to just downgrade or is there a workaround for this?

There are applications that will force certain windows to automatically move where you want them as they open. There are also a few tricks you can employ to get Windows to do this for you. They are not very reliable, but I have seen each of these work in different instances. Mumble opens on the correct monitor for me, so it's not a case of "Mumble 1.2.4 is hard-coded to open on the primary monitor". Give these a try and see if they work for you... Note that these are separate solutions rather than steps to a single solution.
1. Open mumble, drag it where you want it, then re-size it both horizontally and vertically. The re-size can be only a few pixels, and you can set it back to its original size afterward, but sometimes Windows won't save window location unless the window gets re-sized for some reason.
2. Drag mumble where you want it, hold CTRL and click the close button. Re-open it and hope for the best.
3. Go to display properties and look at the alignment of your monitors. Make one of the monitors appear slightly higher than the other and apply the changes. Try to move and close mumble again.

One interesting behavior I noticed was that after maximizing it to the second monitor, then restoring the size, it'll restore the size of my main monitor (which is larger than my second monitor). It seems like it defaults to that for every setting.

I guess I don't understand what you're saying in post #3. It seemed like you were saying potential fix #1 worked for you. Why are you maximizing mumble?
I don't have any other things to try. I have intentionally steered clear of Windows 8 because it has a million oddities that are brand new to it.

It seems to work okay for me. Try a program called dual monitor, that may help.
