Tf2 stuttering/ ping spiking

I've been getting random ping spikes (by 30 ms to be exact) on every server. I use a laptop which runs tf2 at 120+ fps, my ping has always been fine.
Just a little of a backstory, I updated my nvidia drivers to the latest version, and mumble overlay finally worked for me, but I did not get this lag until tf2 last updated, which was about a week ago.

it's not my internet since I asked some of my friends and they do get the same stuttering just not as frequent as me. Also, i'm canadian so no.

Tried it, still stutters, so I'm guessing the stuttering is causing the ping spikes.
