It's perfectly possible to get over 60 FPS in Planetside 2 you just need a beast for a PC to do it (or simply look at the ground in a low pop area). Their's a setting called "Reduced Input Lag" you'll usually get slightly lower FPS because of it but your aim becomes smoother. Finally, their is no such thing as Hitscan in Planetside 2 ALL bullets, lasers, and rockets are projectiles most of which have drop. actually melee might be hitscan but that would be about it.
an i5 @ stock settings whether it's Sandy/Ivy/Haswell, a GTX 660/HD7850, should get over 60fps @1080p with the lowest settings in most battles.

i get like 40 fps on the lowest settings and like 30 fps on the highest
its a piece of garbage game thats optimized poorly

I have an i5-2500k @ 4.6ghz + GTX 670 stock, 8gb 1333mhz RAM, game runs well on Ultra. Not very well as in I'd play with the eysore screen-shakes all the time, but it's playable. It's true that it is not optimized very well.

If I remember correctly during the alpha one of the devs said to turn down the LOD to 75-80, or one of those sliders to help the fps extremely. I will re-install the game tomorrow and update the correct one.

i hate the phrase 'poorly optimized'. there's only so much you can do before it goes from optimizing the code to refactoring.

I've honestly forgotten that the game existed. Friend and I had some groups we were going to join and play with, but the game was so bad (glitches, fps drops, constant lag)that we figured we would stop playing and just wait until they fixed it, which, in turn, made us forget about it.
It's a fantastic idea, we were both excited about it during beta, but the previous + p2w (exp boost is fine, buying weapons is not) shit turns me off. Basically went the T:A way.
