I just got it today too, I fixed it by deleting ClientRegistry.blob in steam directory and then restarted steam.

If that dosen't work then when signed into steam go to 'Steam' in the top left then go to 'Change User' and logout then sign back in.

I got it as well. Rebooted my PC and router and it fixed it. Restarting Steam did not work for me initially (although I did not delete the blob file).

Yeah I got this lastnight during a pug, just logged out of steam, rebooted my computer, and signed back in. It's all fixed now
