i broke obs, when i try to stream it won't encode any frames past like a few seconds after i tab back into said game.

EDIT: i just remembered, it returns to normal while i'm tabbed out but once i give the game any input obs goes to like 9 frames broadcasting and says that it's skipping frames because i'm not encoding fast enough

That's probably something related to your settings, could you post a screenshot so I can help you out further?

Apart from not using CBR your settings look great which means either your computer can't handle streaming or your internet is not capable of 2k bitrate.

i have streamed previously with the same setup and internet, my hardware is fine, my game doesn't lag at all but obs just refuses to encode the frames if i'm tabbed into my game for some reason rofl... i'm literally stumped

Well, in that case try updating/reinstalling OBS itself and see if it works.
