It seems that everytime i join a server no matter where the location i'm always getting a stuttery server. My ping and my fps are always fine though.
Here are two examples where i have been in a server that have been stuttery:

I've tried doing everything that would be logical to fix it... I've checked with my isp and theres no problems there, ive tried using different interps and net settings but nothing seems to work. I dont know if its just the servers or me...

Any server at all? I get lots of stutter when I join server that have been on the same map for more than an hour or two. The other culprit COULD be dropped packets in your internet connection, although when I had that I think I had bad ping too. Are you on wireless? If so, try plugging in via ethernet. If you already are, you can try plugging directly into the modem (i.e. cutting out the router). Also try other online games and see if you get stutter.
