Can't open my steam overlay

I've tried to restart steam and verify game cache, but it won't open
Anyone know how to fix it?
I'm on windows 8 64 bit

Make sure its checked (i dont use it because its distracting + more fps)
Or try launching GameOverlayUI.exe when youre in-game

it's also saying i need to enable it when i try to open the tf2 store even though it's enabled everywhere

I've had that error for a long time, ever since I've had to start running DX8, if I ever wanted store or need a reason to use it for TF2, I just -dxlevel 90 and it works. After I just revert back.

just tried that in the launch options, did nothing. this is weird. maybe it's a problem with windows 8, steam has never worked well with it
