does that mean if eight people are on it, and someone with a reserved slot tries to join someone gets kicked?

Yes, 3 keys for full-time reserved slot. If there are 8 players on the server, people with reserved slot fill two invisible slots and if those two reserved slots are full, the player without a reserved slot gets kicked.
