TF2 Won't let me download custom maps

So when I try to go to a server that has a custom map I can't download it. I have all the options open to let me download maps and stuff. It still won't work. When I try to change the options around to get it to work I get this message in console _WriteConfiguration: Wrote cfg/config.cfg
Host_WriteConfiguration: Wrote cfg/config.cfg Whatever that means. Thanks for any help I can get. Hopefully I can get this fixed as it's really really annoying.

Does it happen on all servers or just some? Some servers won't let you download the map so when you connect it will just give you a popup saying "missing map blah.bsp"

Try these commands to make sure everything is enabled:

cl_allowdownload 1
cl_downloadfilter all

Im Pretty sure theres a option in multiplayer where you can allow or disallow Map downloads.

yeah I have all those things enabled and it still doesn't let me download maps and stuff. Happens on all servers. It didn't used to do this, it started out working then a few months later it started not letting me DL maps. My old computer did this aswell.
