can't you just modify it? Pretty sure stuff like that is in the ui folder

thats what im asking, what file should i find. i searched ctf in hudlayout clientscheme and ui and i got nothing

It's there. Just modify HudObjectiveFlagpanel.res and change the background values to your liking.
