Whenever I try to start a listen server (either through main menu or console "map ____" command), the game freezes up and I can't move, even with noclip, but I can look around and exec cfgs and other console commands, obviously to no effect. When any weapon is fired, it glitches out much like firing during a pause, but I can switch weapons. Overall, really weird. Does not happen anywhere else in any other server.
This started occurring after I installed stabby's config, so I'm wondering if it's due to a command there. The console does not print any error messages, so I can't diagnose from there.

You kinda already answered your own question, remove config and see if it still happens, if it does, try to figure out what command(s) is the problem.

I've done that, it works with old config, but there's so many new commands that isolating one or a combo of them could take a long time and I want to see if anyone has had this issue. I'm tweaking some of the commands right now, no luck so far
