So does this one take place in the two-thousand 'teens, since 4 was set in the 2000's?

Hard to say for certain, but it seems more like San Andreas than 4 with how varied the missions were, as opposed to 4 where 90% of the missions seemed to be "This guy made me angry, go kill him."
