ETF2L and ESEA about demos

So ever since P-Rec broke , we havent been recording demos. ETF2L just annouced this rule:
Since using p-rec is out of the question you’ll most likely have to record the demos manually. Recording pov demos for each map is still mandatory.

Now I dont know much about the ESEA rules , so do you ESEA guys need to record demos manually aswell now, or they have never been needed?
