Whether I am on steam the application or the website, I cannot see the any of my friends profile pics including mine. Even on a site like UGC where it normally shows players profile pics it is blank. My google chrome shows that it is still connecting at the bottom but never actually loads any pictures.

Go to:
C:/Windows/System32/Drivers/etc
Edit the file called host (open it in notepad)
Find this set of text in the file:
127.0.0.1 media.steampowered.com
::1 media.steampowered.com
DELETE THAT!
Then save and try again

see if you can see avatars with another device, like your phone, connected to the same network as your pc, if the problem persists then it means your router is blocking them somehow. if the problem only happens on your pc then you might have your firewall poorly configured.

I restarted my modem and its fixed :)
