Everytime I play on some server and then connect to another server, these weird lines just appear, coming from weapons or characters, its really annoying playing with these...

Well it was funny and useful for first minutes of playing but now I hate it :D
this is a kind of graphics artifacting where polygons get stretched really far because of a miscalculation somewhere between the game and your graphics card (inclusive).

causes could be a dying video card, driver errors, overheating, or an overclock that's no longer stable. I don't think it's TF2's fault.
It appears only in TF for me... I didn't notice it on any other game

When I listed possible causes, I meant for those to be avenues of investigating the issue.

When did the issue start and what changed around then? What is your video card? How long have you had it? what temperatures is it reaching while idle and while gaming? and specifically when this is happening? is it overclocked or is there any software that could have changed its voltage or clock speeds? can you try underclocking it? What drivers version is installed? Have you tried completely uninstalling your drivers (perhaps with a utility like Driver Sweeper) and reinstalling the latest version?
I can't imagine why this would be causing it, but you can try verifying the game cache and then deleting your entire /tf/ folder because it houses everything that's different about your game compared to anyone else's, and the game will reconstruct it on launch.
