This happens a lot to me, I'm very sure it's just shitty routing from your isp to wherever the mumble server is.

To do a clean reset of mumble you need to clear its registry entries as well before reinstalling. I can't remember the exact instructions but they aren't hard to find on google, try that. But obviously if it's your isp this won't help (although in that case trying a mumble server hosted elsewhere could work).

But it doesn't matter what mumble server I join, this issue happens 5-10 mins after joining ANY server.

90% of the time ill be joining the same server (mumble.tf2center.com),
so switching servers to fix my problem isn't really an option mid-lobby.

Fixed it,
running mumble with su permissions fixed it.
