As withadancenumber has said here, there's a cvar to disable the ducks. However, it's server-side only.
The command in its entirety is here:
"tf_player_drop_bonus_ducks" = "-1"

1 - Force onAs for whether or not there's a way to disable it on a per client basis, at the current time I don't believe so.
