This happens to me occasionally for whatever reason, if you just tell it to install to the directory it should already be installed in it will take a few minutes to "discover existing files" and should be installed again without downloading anything.

Huh, the same thing happened to me. I just went forth with what steam prompted me to do and it recognized that I already had it downloaded.
