Messed up Net settings or shit connection?

So I entered Stabby's net settings which should make the lerp go 15.2. For me it is 15.0 instead, the lerp blinks yellow/orange and I often get killed while I am behind walls, cover etc, when I play scout and meathsot someone who is right in my face I often only do about 10 dmg. What is this and how can I fix this?

You should also add:
cl_cmdrate 67
rate 100000
-stabby

Also, I recently get high ping spikes for no reason, my ping goes up to like 200 and then back to 35 again
