I think this idea is pretty good, as it does directly affect a lot of people, but there's going to be a lot of resistance from Republicans. I'd be nice if the Republicans create a counter-proposal and maybe try to meet in the middle, but this is politics, so I'm not expecting much.
One thing a lot of people don't understand is that a lot of people don't have to go to college to find professions they like. Trades/Apprenticeships have actually become more popular in the past ten years or since the 50's. And they work too.

some community colleges (mine at least) feature trade schools on campus and encourage for them

I hope this is performance based. It's absolutely moronic that the education a young person receives is dependent on their parents income but it would be equally so to try to push someone who is dumb as a bag of rocks through a difficult program on the nation's dime. I would feel equally uncomfortable paying for someone's psychology degree so they can be a waiter when they graduate. The world already wastes enough resources training millions of psychologists and artists who never use their skills after graduation.
Apply this to motivated kids going into stem and it's an excellent idea.

whenever I was in highschool like 6 years ago I remember some program where you could like get 2 free years of CC if you qualified, and the qualifications were extremely easy to meet, like maintain above a c- in all classes, don't have excessive absences, etc
