I can't manually reload

I recently bound r for impulse 101, but now I can't reload. I set all the keys to default but it still won't work. I deleted custom.cfg and it still does not let me reload manually. Please help! -Just found out "q" doesn't work either.

make sure you're editing the config in tf2/config and not one in custom/foldername/config

if you ahve one in the custom folder you can delete it
