19" but 75Hz
I own both already and am wondering which one would be best for tf2.
do I even get use of the extra 15 frames?
You won't notice the minor refresh increase at all. Widescreen is pretty nice, I wouldn't go back to my old 19" over my 23". As long as you're comfortable concentrating on your screen and can see everything at a decent distance form your screen, use whatever works for you.

why don't you try them out
I preferred my 85hz CRT to my 60hz LCD before it burned out

I don't know how much you'll benefit but you own them both
so use whichever you prefer

Just use the 60hz widescreen, then when you want to play TF2 play at a lower resolution in fullscreen and force 75hz. ez

Use whichever has a lower response time.
So that's the Samsung.

tl;dr - refresh rate is only an important factor if your monitor is CRT, or if you are (for some terrible reason) playing with vsync enabled

If you can't get a 120Hz low input lag LCD then I suggest getting a 21 inch CRT.
