Could be useful for communities in smaller regions that struggle to run their leagues and could instead host some of these tournaments.
It would be cool to play cups where entry fees would be items and then reward the winners with it, like on saloon.tf

A lot of the rule set is spot on. The problem with KOTH being BO9 is that each KOTH round can take 6 or 7 minutes, meaning players could be playing for an hour with no break at all. Both BO5 or BO7 would be better alternatives.
Two big things your ruleset is missing right now are halftimes and map times. Control point maps usually have 2 halves, with the first one being played to three points OR 30 minutes, and the second half being played until one team reaches 5 points total or another 30 minute map time. KOTH usually will have no map time but will have a half time at 3 points.
If you plan on not using half times at all, I would keep KOTH to BO5 and add a 30 minute map time to Control Point.

Yeah, CTF lends itself to engi/heavy turtling. Maybe if we banned those classes it'd work, but having a class banned in one gamemode and allowed in another isn't a good idea.

People in the community who are old enough to remember ctf_mach4, ctf_chaos, and ctf_aerospace will distinctly remember the horrors of playing CTF even when Engineer didn't have a lot of the stupid toys he has today, same with Heavy and other utility classes. Despite loving the gamemode in almost every other FPS game I've played, there are a lot of small problems with TF2's CTF in a competitive environment that can't be resolved with player/class/weapon limits.

ETF2L rules are generally more international being used in all European, Asian, South American and Australian tournaments and in a lot of NA plus they're more suited for tournaments (as match only takes half an hour) which makes them both more popular and more people are familiar with them.

At the end of the day we could copy the formats and rules word for word from the other leagues which have hosted TF2. The upside of course is that we give people what they are used to and perhaps expecting. How about, instead, we work with you all (the community) to get the settings right and make it a good experience for everyone. If in the end the desire is to simply mimic that which is already available, we will certainly oblige. Let's see if we can't get this right ourselves first?
Yeah I'd agree that BO5 is better as it has a chance of ending in the 30 minutes timelimit.

I just think the problem with BO9 is the same as with American ruleset for the tournament, it takes forever to play one match, but I already voiced my opinion above.
ESEA final with BO3 on American ruleset lasted 3 hours if I recall correctly.

ETF2L rules are generally more international being used in all European, Asian, South American and Australian tournaments and in a lot of NA plus they're more suited for tournaments (as match only takes half an hour) which makes them both more popular and more people are familiar with them.

I am nowhere near educated enough in the realm of TF2 equips to provide an accurate ban lit. I will do research on commonly banned items try to put something together.
If you would like to suggest items to be banned please feel free to do so, but please also give me information on why the item should be banned, how it affects game play etc.
