I've recently been getting some pretty bad fps drops. Going from 350-400 down to 40-60 every few minutes. It's a huge problem and makes gameplay miserable. The only time I don't drop frames is when I create my own server to warm up.
Specs:
i7 4700
NVIDIA 780m
Drivers are updated, no apparent problems with my graphics card. I run on DX 81 and have never had problems before this. Also there are no apparent power problems.

Have you checked your temps and clocks to see if you're thermal throttling (cpu and gpu)? That's the first thing I'd recommend.

Not quite sure how to do this. I have an asus ROG (laptop) which I hook up to a 144hz monitor. This means that the computer has a "mobile graphics card" (the nvidia 780m). could you explain to me how to check the temps on it?
