Whats the consel command to start a lan server?

Id like to know what the consel command to launch the create server option in tf2. i want it to set up a server running from my pc, not something for others to connect to. i need the map to be tr_rocket_shooting2. i want to just exec my config file im making have it auto create the server and then load all the cvars im setting. Thanks
