Freezetime not working in local servers

So recently Valve added the command 'tf_player_movement_restart_freeze' which supposedly "controls the freeze period at the beginning of round". There was a bug which probably you noticed at the time where there was no freeze time during the first round of a match. In a later update Valve claimed they fixed the "missing freeze period, not resetting of player scores and not resetting map time when using mp_tournament". However no matter how I manipulate the new command I can't find a way to actually have freezetime work on a local server. It just lets me walk as soon as the round starts, which obviously throws off rollout practice. Solutions?
