I've just moved into a dorm and when playing my internet will drop out randomly for ~3 seconds maybe once a minute. Net_graph 2 just goes fully blank. I am playing on a laptop over wifi - could this be the issue? I'm trying to hook up ethernet but the port in my room is currently not hooked up or switched on or something. Any other way to fix?
similar things happen to me at home when using wireless but not while using a wired connection, albeit the connection drops are much less frequent that you describe.
I have exactly the same problem on wifi, so I just ordered a powerline adapater since ethernet is not an option here, you should probably consider the same depending on what your college allows
I had a similar issue last year and I'm pretty sure there isn't much you can do about it in a dorm, what can you expect from internet you don't pay for (I'm assuming).

This happens to me at home when I'm on wifi but not via ethernet so that probably is your issue. Just nag the tech people until they fix your ethernet port.
This could be a million different things, but Windows has crappy wifi management services that are notorious for causing this exact issue. If it's being caused by these wifi polling services, there are many ways to fix it, with one of the simplest methods being this piece of software: http://www.martin-majowski.de/wlanoptimizer/. Make sure you check 'Enable streaming mode' and 'Disable background scan' for best results.
