If you were walking outside (in a public space), i could take as many pictures/videos of you as I wanted and there would be nothing you could do (legally) to prevent this. However, if someone were to steal/use your car even if left in a public space then you could pursue legal action.
There is a fair bit of difference.

there are a variety of reasons why your face cant be used by law if you "feel" like it ranging from commercial use to publicity rights

this guy isn't breaking any of the "laws" mentioned in that article. and if he was, he'd be punished and wouldn't make any more videos. and no, people are not allowed to film in public because of the first amendment. the problem with the term "harassing" is that it is left open to interpretation. some people would consider others looking at them to be harassment.
