ShunHey, make sure that TF2 is set to run on your dedicated graphics card and not your integrated card, you should be able to do this in the NVIDIA Control Panel. I did a quick google search for "i7-4720HQ and gtx960m freezing" and found a few other similar issues, this one has a solution at the bottom: http://us.battle.net/wow/en/forum/topic/18704970709.

Depends on the program.
If you can't find it the minimum % cpu_frequency_monitoring 2 shows after a freeze should be enough to rule it out.
One thing I forgot to ask, you said you tested many different configs, but have you tried -autoconfig already?

~CPU Freq: 2.490 GHz Percent of requested: 95.8% Minimum percent seen: 95.8%~

remove all cfgs, remove all launch options and put in -autoconfig instead.
It'll generate the default cfg. If the freezes don't happen again your cfgs are the problem, if they still happen your cfgs are fine.

It might also be worth using loader_spew_info -1 to see if your freezes are happening when tf2's new content loader loads a bunch of stuff.

Turns out it doesn't fix it. I just didn't have the time to test it long enough. I have since determined that the lag is similar to what happens during a hud_reloadscheme, not only freezing my pc, but also my rockets e.g. even on servers.
