Sure, the EU servers are both in Frankfurt, Germany.
To sustain the number of servers, rather than attempt to rent them out from various server hosting providers -- this being economically infeasible -- we have partnered with existing server owners around the world who wish to expand the jumping part of their group.
They have joined our cause in promoting jumping in the TF2 community by creating for us new server instances for which we are able to use, control, and standardize. For the most part, the sponsoring communities already have an existing jump server of their own whose player traffic has been a mix of both new and skilled jumpers. Running a separate server with a teacher system helps train the new players a bit before they rejoin their main server to play on the harder but more interesting maps.
