air is the prettiest, but metro for steam is still better IMO as a functional UI while remaining modern and clean

It's not that difficult, but it is a lot of work. Nothing about the default Steam UI is "minimal", which is what every good skin tries to accomplish, so you have to change pretty much every element. Furthermore, as "flat"/minimal design becomes more commonplace, specific design philosophies become more standard. Material Design and Metro are the biggest players in that field. It's difficult to create new designs different from those design philosophies, but still appealing for the same reasons: minimalism and functionality. Taking some cues from Apple would probably give more breadth, but not many heavy Steam users are also Apple users.

you really don't have to go as far as that to find new design structures. Minimalism is a broad spectrum. You have a million and 1 ways to design minimalism. if i were to guess, the problem lies in lack of vision. not everyone can see all the possibilities and people prefer safe routes. but the internet is filled with inspirations and innovative design expositions that you can use to your benefit. i think people just don't care because steam skins is not that important of a thing? idk.

I haven't tested either, but Steam doesn't change very often in ways that affect skins (with the exception of new features and trading changes). No guarantees, though.

It's certainly compact, but it's not minimalistic from a designer's standpoint because it's visually cluttered. Negative space is an important part of design that's almost totally lacking from that skin. It reminds me of the pre-Ribbon Word UI.

I used to use the Metro for Steam skin back when I was using Win8.
I was in the Steam beta back then, and I got tired of having things constantly breaking when an update would come out to Steam.
