I got a 144hz monitor and didn't put in on 144hz... and after talking to some friends they learned they hadn't either. You can check the refresh of your monitor here http://www.testufo.com/#test=framerates
The startup command -freq 144 will always make your game 144hz (as long as you have a 144hz monitor) even if your desktop refresh rate lower than that.
If have gotten your monitor recently I would suggest checking, I have talked to a 3 others recently who didn't realize it wasn't on. Shoutout to those who helped clear up what -freq is.

I took it out again and it's definitely back to the way it was, and screen tearing it really bad like before, maybe it overrides something in a config?

go to Control Panel > Display > Change Display Settings > pick your monitor > Advanced Settings > Monitor, and set refresh rate there
