Am I getting D/Dos'ed?

Recently during scrim time my ping has been shooting up to 900 or dropping completely for up to 20 minutes. I did the "netstat -n" command and noticed about 10 connections from the ip '54.231.10.73' which redirects to Amazon Cloud Storage (http://aws.amazon.com/s3/). After scrims my ping was fine and doing the netstat command showed no connections from that ip
