This happened around 700 hours of TF2.
Everytime I start up tf2 each day, it takes from 5-15 minutes of constant freezing and I can't figure out the problem.
I've gotten left 4 dead 2 which came out right after tf2 and it has no issues what so ever.
It's not a graphical issue because it would always run smoothly but untill I reached 700 hours, it started to slowly build up the minutes of freezes.
I've already unistalled this a couple of times. The 3rd time, I went and deleted the team fortress 2 folder itself to see if anything would change but nothing did.

Do you have an SSD? I would recommend trying putting TF2 and steam on an SSD, or another hard drive. It could be an issue with the read/write speeds of the HDD, as I had somewhat similar issues when I had Steam and TF2 on 'clunkier, storage' HDD's, as opposed to SSD's.

HDD R/W speed + Fragmentation of files is probably what's the cause seeing as I went through the same thing and was able to "fix" it.
Download Piriform Defraggler and defrag your drive (or just all of the TF2 files). Another thing that I believe I was told when trying to find an answer was putting "cl_forcepreload 1" in my autoexec. I'm now down to <30 sec load times again. Not sure how much each helped, but overall it completely killed load times compared to what I was getting before.
