Can someone help me? 2 weeks ago I've assembled a brand new pc and started playing with it. FROM THE START It happened -now and then- to have 5/4/3 seconds freeze and I can't understand why. My temps are ok (under 30°) and I've no other -apparent- problem.
Oh I sometime hear a *tick* from the HDD.

My experience with Windows is not flawless too. Sometimes some programs just freeze as if CPU/RAM usage was at 100% (but it never does). Useless to say this is not just a TF2/Source problem.
My first and only guess is that it's HDD's fault cause of that noise and the often 100% usage displayed in Task Manager. Is there a way to know if the problem is that? Do you have any other idea? Please haaaalp, it's very frustrating specially in multiplayer games.

i dunno if it's related, but i've just started playing Mirror's Edge and after having played with constantly 60fps they suddenly dropped to 6/7 for a whole second half of the first level

For the record, HDD usage at 100% in task manager (in Windows 8+) actually means almost nothing - it just means the hard drive is fully sped up (if you're using a mechanical hard drive).
That being said, it sounds like your processor, but it could definitely be an issue with the hard drive, so let's start there.
Hit the Start Button and search for "Power Options" and hit enter, which should bring you to Control Panel\Power Options. From there, make sure your plan is set to "high performance" and not "balanced" or "power saver". Then, click "Change plan settings" next to High Performance. Click "Change advanced power settings" and expand Hard Disk > Turn off hard disk after, and set the value to 0, which, when clicking away, should show the following.

Then report back if you're still having the same issue.
