Is "Smooth edges of screen fonts" unchecked under performance options?
I had the same issue and had no luck trying a bunch of stuff I read should fix it like fixing cleartype settings, anti-aliasing, directwrite and some other random obscure settings in chrome. Didn't think it'd work but I just reinstalled and it seems to be fixed. Should have taken before/after screenshots but even the text on this thread looks much more readable.
Paste this in your chrome browser bar:
chrome://flags/#disable-direct-write
Disable / enable the highlighted tag (should be the first one) then relaunch. I get this all the time at work when I remote in, i think it's a resolution display problem but idk.

Had the same issue yesterday, and tried to disable direct write to no effect. I did however turn cleartype text on from windows which solved this problem like BUICK suggested.
