Valve definitely knows how to release good updates. If anyone else plays CS:GO or DOTA you'll know that their nerfs and buffs usually are for the betterment of the game. But, two popular voices of the TF2 community (Muselk and STAR_) would say that up to the last four updates have been terrible. And I agree with them. Lots of TF2 fans rightly complain about Valve's lack of attention to the community and generally half assed updates. And though some would say this is just how Valve does things, it isn't. The half life series through and through was incredibly made with what I saw to be very few to no problems. Same goes with Portal. All Valve fans should know that Valve is great at making games! So, if Valve can make things as great as Half life, Portal, + CS:GO & DOTA updates, why are they struggling with TF2? I'll say it again. They're great at making updates. CS:GO has almost always been a completely balanced and well working game. This is partly why they have a professional league. And the same goes for DOTA. I could be wrong, after all this is just how I see it and I'm only making this to ask if anyone else see's it. But Valve could easily make TF2 amazing again and the past four updates are not Valve's style. I don't know if they're just done with the game and want everyone to leave, or maybe they're planning to do something amazing with it. Hell. Maybe they're getting ready to release a Team Fortress 3. I have no clue. Everything considered, I have a feeling like every bad decision made with this game might be intentional.

trippacsgo updates are rarely well thought out
Its easy to think they're good when you're a TF2 player who only plays CS casually that CSGO is getting good and consistent updates
but if u spend like 20 minutes in mumble with fen after the update drops u hear the same things about valve that tf2 players say

The most complaints I've heard are quickplay being replaced by casual mode in all honesty. All other ones I've heard are people just being a pain and wanting things that they're obviously not going to get. That and the apparent rise in hackers in servers, but unfortunately there are going to be hackers no matter what game you play.
If you really are going to be that critical of not being able to play on a non-12v12 server, there are more than plenty community servers (skial, etc) that you can connect to and favorite in your server browserand jump on and play at any time. The people there usually won't care one bit if you want to throw sandviches at people or whatever else you think is fun. Plus you're less likely to find hackers since (I believe) the servers are protected by SourceMod Anti Cheat. The only other thing that you might bitch at about community servers are the ads. Just disable the html motd and you're done (it's even in your options ffs). Problem solved.
So to answer your question, no. Valve isn't ruining this game. There are obvious things that could have been done better, but there's always going to be someone that isn't satisfied with what they're given and will always complain for the sake of attention.
Now this is my personal opinion, but I wish that smaller updates were trickled out a little more frequently rather than just one big update where a lot can be potentially put on the line. Like have an update that focuses almost entirely on rebalancing weapons, and then a separate one that's primarily for optimization, and another one that introduces new maps and hats. That way, there's not a huge backup in things that need to be fixed bug wise, because there's absolutely going to be bugs in things that the devs can't find from just playtesting on their own.
