I feel that i play much better and my game feels much smoother with forced mm settings. However i don't feel like joining mm and then leaving just to get the forced settings.

how can i play with forced mm settings by default when i launch tf2?

Change your setting to be what MM forces them to be

when in a mm game type this in console:

host_writeconfig mm_graphics full

then in your autoexec add:

exec mm_graphics

at the end of it

when in a mm game type this in console:
