FPS consistantly roughly 3% below fps cap

So I just got a new laptop and have been setting up a config on there. Everything works fine, and with unlimited fps the game runs at roughly 400 fps.

I am told that, to get a smooth feel to the game, a refresh rate that's a multiple of your monitor's native refresh rate is desired. I have on previous machines just capped my frames using the fps_max 121 command, capping the framerate at 120, which is double the monitors refresh rate, and that worked fine.

However, on this pc, TF2 consistantly stays a few frames below whatever fps cap I set. If I set fps_max to 61, the game rus at 57-59. If I set it to 121, the game runs at 116-118. According to a mate of mine this results in a more jittery and choppy feel, which is definitely what I am experiencing. (when I watch streamers at 60 fps it's all much smoother).

Does anyone know what could be the problem here? Help would be much abliged since choppy gameplay on a 1200 euro machine is quite saddening.

TF2 has been known to do that. Just set no cap (fps_max 0) and you'll have a much smoother experience.

Just remove the FPS cap,as far as I know it's always better to have it uncapped but someone else might know better.

The game literally will not run beyond 299.9 fps, regardless what you attempt to do. If your PC can hit 400, turn off the cap.

It's a lenovo ideapad y700. Got a i7-6700HQ, and a 960m
