all of my launch options
all of my launch options
Take dxlevel out after one launch, and the mouse ones are pointless to have now also the res one is uneeded.

some sort of underclocking issue? check your gpu usage in afterburner maybe
1. Check both CPU and GPU temps.
2. Please tell me it's not a laptop.
3. Steam Overlay enabled or disabled?

Remove "-dxlevel 91 -full -w 1920 -h 1080 -useforcedmparms -noforcemaccel -noforcemspd".
The accel ones are just useless and dxlevel and the res stuff is only needed for a fist launch and after that can cause issues from my experience.
No idea if that has anything to do with your problem, but it's good to point out anyways.

I think if you desire more frames you would lower your in game display from 1920x1080 to something much lower. The lowest display you can get to is 640x480, but you have to be on 4:3 to use that, if you do not like using 4:3, the lowest you can use in 16:9 is 1280x600. Keep in mind 4:3 is best to maximize your frame count
my gpu when im alt tabbed goes to like 95 degrees and then when i go back into the game slowly goes down to around 70
not a laptop
steam overlay is enabled

So you're telling me your GPU does not throttle at 95°C?
Why do I have trouble believing that?
