Bad frames/stutter

I decided to load up tf2 for the first time in a probably a month, and I come to find out that I get absolutely terrible frame drops. Basically every few seconds I drop to around 20 fps and then go back up to 100ish, where previously I could keep 120+ fps very reliably, and was usually getting 300-400 fps unless I was on something like a full pub.

Only thing that changed was some updates to the game I guess and my nvidia drivers. It's not a performance problem with my hardware as far as I can tell because everything else runs perfectly fine.

I did a clean reinstall and wiped my cfg, and on completely vanilla tf2 I'm still having the same issue.

Googling general tf2 performance problems didn't really seem to have a fix. I'd love some help because I just want to play some videogames. My system is plenty powerful, and like I said I've never had performance problems in the past, so this is really weird.
