i recently reinstalled tf2. what i found is that every couple of minutes, my computer will make a sound as if something was unplugged and plugged back in. then all my frames drop for a few seconds. are there any other records of this happening? please help

Sounds to me like your graphics driver is crashing. Try updating driver and try updating DirectX
Did you reinstall because of issues?
Also, are you using wireless mouse, keyboard, or headset?
You could try reading or posting here your Windows event log.

no luck. idk how to send the event viewer. should i screenshot it? can he hack me if i do that? it also happens in OW, fwiw so its not solely a tf2 thing

No event viewer won't allow any sort of hacks. The thing is you would have to screenshot the system events for the time that it is happening. Otherwise if you prefer not to mess with event viewer you could open device manager and try playing a game in lower resolution window mode. As you hear the Windows connect/disconnect sound watch device manager and try to see which device is disappearing and reappearing.
Off chance that you could switch usb ports on keyboard and mouse to see if that helps. I have seen usb ports fail. (I am a certified PC tech for 4 years BTW)
