So I found this program called CPUCores.
store.steampowered.com/app/384300
It claims to boost fps via "micromanaging your Windows OS and non-essential applications to focus your CPU power for 1 thing: INCREASE YOUR GAMING FPS!"
Can anyone confirm that it actually works? Does anyone have any other recommendations that work similar to this?

Sounds like anyone that knows how to overclock and use launch options will gain nothing from this.

if it works it has same effect as Process Lasso
if it doesn't you should be able to purchase some RAM in a form of DLC

There's free software that does the same or you can do it manually.

If you have 20$ to spend there's better options.
CPU throttling -> clean pc
Still throttling -> buy a cooler
CPU actually terrible -> you can buy a better one used for 20$ if it's that bad

How would I do this manually?

i tend to avoid third party programs to improve performance. they usually do more harm than good for me

I tried it a while ago, it did nothing for me normally but I had about a 20 fps increase while streaming tf2. Never tried it in other games.
