try installing some scripts that affect the smoke trails and see if that makes them come back
(script to make trails thinner, etc)

if you're using dx8, then it's probably amd dropping dx8 support

what an amazing turn of events that would be... going from AMD being the card of choice for people wanting to use DX8 to Nvidia rofl. (about 3 years ago nvidia cards would cause textures to flicker in dx8)

Use https://www.guru3d.com/files-details/display-driver-uninstaller-download.html to uninstall all drivers then install the ones before the latest one.
Fixed it for me and made some games run better.
