It's been like this since 12 or something.
I've already tried some stuff:

-killing the process, then launching steam again
-deleting clientregistry.blob
-deleting everything except steamapps + steam.exe
-moving steamapps outside c:/program files/steam + reinstalling steam
-deleting everything, uninstalling steam and removing every single trace of Steam from my computer/registry and then reinstalling again

I know i will probably have to format my pc but I don't want to do that before trying some stuff.

Did this happen to you? If so, how did you fix it?

ram: 3.5 GB DDR3 1222 mhz
graphics: ati HD 5450 1GB
HDD: 160 GB
