I use snd_restart so that I can get nosoundscape to work when the round restarts.
It used to only freeze the game up for a second but now it takes like 3 seconds and player models will be invisible.
Here are my sound commands in my autoexec:

dsp_facingaway 0
dsp_slow_cpu 1
dsp_enhance_stereo 0
snd_disable_mixer_duck 1

Recently my noscountscapes.vpk stopped working for some reason.
Is that what you're talking about? And does snd_restart fix that?

When a round restarts, you will need snd_restart to get nosoundscape to work again.
Recently I reinstalled Windows and TF2 and it takes longer to load when using snd_restart.
So the game will freeze up for a long time and players model will be missing after the freeze while before it loads under a second when using snd_restart.
