Imperials because their side makes sense. Imperials don't want to impose the thalmor's shitty religious rules, but they know that they have to do it so the empire doesn't get wiped out. I get where ulfric and the stormcloaks are coming from emotionally, but they're playing right into the thalmor's hands - weakening and segmenting the empire so it can get conquered more easily.
