So what I've gotten from this, is that this kid (the younger one) that we thought was cheating is actually his older brother, who is using him as a sort of scapegoat to make him take all of the blame while he continues to create accounts and cheat with a program that hasn't been detected by VAC?
Good lord that's messed up.
Kind of makes me wish VAC didn't just ban by account, but by the IDs of hardware that have frequently accessed the account, if that's even possible. I think it has been done before in other games but if it's possible I feel like it'd be a more effective solution to awful people like this guy.

They're both cheating at the same time, younger brother on Merlow, older brother on Tim been, both using nullcore and frequently getting detected
For everyone who doesn't know, tim been and merlow are not the same person. Ive heard their voices and they are not the same person, even though they both cheat, I don't know where people got the accusation that Tim Been and Merlow were the same people.
