Is it good to like have .0152 interp for rockets and .033 interp for your shotgun or will it all be fucked up?

You can't have different interp for different weapons. You used to be able to but they removed it

It doesn't work anymore unfortunately, the only way to change inter now is to go to spectator

Valve should have just made it so you could still change your interp, but it would be limited to only a range of 50ms.
That way you could be able to change from projectile to hitscan interps, but they wouldn't have to worry about people changing from 0 to 500.

tf2mate is really bad and outdated, cfg.tf is newer and has more diverse options

Weren't you able to switch interp with a script or some stuff before that you had the server literally frozen for you for a second and you could snipe everyone, there was some vid about it. My point was to demonstrate why it's not possible..

You can change interps by having the commands in your class cfgs and changing classes. Simply execing the cfg manually will not work however.
